All INAP Journals provides free and immediate open access to its content in compliance with INAP's mission, defined in its strategic plan, to contribute to the creation of transformative knowledge in the public sector for the benefit of society, in order to promote social cohesion and a high quality democracy, placing itself as a leading institution of the Spanish Public Administrations and an international reference in the generation and dissemination of transformative knowledge and learning, in order to promote good administration aimed at the common good.
With the aim of promoting the dissemination of knowledge, INAP Journals adhere to the Open Access (OA) journal movement and deliver all its contents to various national and international indexes, repositories and databases. Therefore, the submission of a paper for publication in any of the journals requires the explicit acceptance by the author of this distribution method.

INAP journals are published under the Creative Commons Attribution-NonCommercial (by-nc) licensing system: The generation of derived works is allowed as long as no commercial use is made. Nor can the original be used for commercial purposes. Thus, when the author submits his/her contribution, he/she explicitly accepts this transfer of editing and publishing rights.
Transfer of Rights Agreement
Without prejudice to the provisions of the Real Decreto Legislativo 1/1996, de 12 de abril, por el que se aprueba el texto refundido de la Ley de Propiedad Intelectual, regularizando, aclarando y armonizando las disposiciones legales vigentes sobre la materia and in accordance with that text, the author/s grant(s) INAP, free of charge, on a non-exclusive basis and without time limit, the rights to disseminate, reproduce, communicate and distribute, in any current or future format (paper or electronic), the work submitted for the purpose of its publication in the journal.
Without prejudice to the assignment made, the author maintains the right to self-archive the final version of the author after the peer review or the final version of the publisher in any of its formats in institutional repositories of open access and self-archiving platforms, providing, where possible, link to the document published by INAP in its platform. In any case, the author/co-author undertakes to sign the document of assignment of rights before publication, identical to this model form.
