The City Councils carry out their activity through various bodies, some that are merely informative, without decision-making powers, and others that implement the necessary actions to achieve the goals that correspond to this class of local authorities. These bodies are individual, such as the Mayor, or collegiate, multi-person, such as the Plenary Council or, where appropriate, the Permanent Municipal Commission.
