Soberanía algorítmica multinivel: un modelo federado para la gobernanza de IA en las diputaciones provinciales españolas

Objetivos: analizar la adopción de inteligencia artificial en las diputaciones provinciales españolas y proponer un modelo federado que supere la fragmentación actual mediante arquitecturas colaborativas que preserven la soberanía local. Metodología: diseño mixto secuencial exploratorio articulado en dos fases –diagnóstico empírico y diseño propositivo–, que integra análisis documental sistemático de las 38 diputaciones provinciales de régimen común, búsqueda y extracción sistemática de datos de contratación, y estudio comparativo de casos múltiples seleccionados por representar modelos estratégicos diferenciados. La triangulación de fuentes documentales, datos contractuales y evidencia presupuestaria se estructura mediante un protocolo de codificación en siete dimensiones analíticas, garantizando la validez interna y externa de los hallazgos. Resultados: diseño del modelo de soberanía algorítmica multinivel (MSAM), una arquitectura federada que facilita la transferencia de conocimiento algorítmico entre Administraciones supramunicipales sin comprometer la soberanía institucional sobre sus datos, vertebrada mediante mecanismos de gobernanza colaborativa y una estrategia de despliegue progresivo. Conclusiones: el modelo propuesto demuestra que la fragmentación actual del ecosistema provincial de IA puede revertirse mediante la cooperación estructurada, logrando una asignación más eficiente de los recursos públicos destinados a innovación tecnológica y reduciendo significativamente las duplicidades funcionales, al tiempo que se preserva la protección de datos y se garantiza una gobernanza algorítmica democrática y territorialmente equitativa.
