The historical powers under the economic arrangement system in Basque Country. Their influence into the economic and administrative aspects over the municipalities

Abstract

Since the beginning of the arrangement system, several regulatory and executive powers have been recognized to the Basque Provincial Councils. Some of them are incompatible with the current constitutional framework and others are totally or partially updated. The legal certainty demands to incorporate into law currently in force the powers or historical rights which should be exercised, as well as to specify their content, not always defined with sufficient clarity.
