Abstract

The municipal and regional practice of the urbanism has been an object of the Report of the European Parliament on the Impact of the Extensive Urbanization in Spain, elaborated on the civil complaints before the Commission of Requests. The Report evaluates the conventional formulae of town hall and property developers who have marked the dynamics of the urbanism, in damage of the procedures of decision, with neutralization of administrative and jurisdictional controls, and with effects harmful to the environment, the natural resources and the civil rights. The alone Report values in a positive way the activity of the Ombudsmen and of the Fiscal promoters of penal actions, And he proposes the review of the receipt for the Spanish State of the Community Funds used in the funding of the infrastructures of a harmful urbanism for the rights of the citizens. The article analyzes in institutional key this Report.

Ángel Sánchez Blanco, Universidad de Málaga (España)

Licenciado en Derecho por la Universidad de Salamanca (1969), Premio Pérez Oliva de la Facultad de Derecho de la Universidad de Salamanca. Doctor en Derecho por la Universidad de Salamanca (1975), Premio Extraordinario de Doctorado.

Su actividad profesional, siempre ha estado ligada a la docencia, a la investigación y a la formación de profesorado. Su proyección en el ámbito del ejercicio profesional ha estado vinculado a la intermediación de la Oficina de Transferencia de Resultados de Investigación de la Universidad a solicitud de instituciones públicas, entidades privadas o personas físicas que, en muchos casos ha implicado actuación ante Tribunales pero en la condición de profesor universitario.

Profesor Titular de la Universidad de Salamanca (1983). Secretario General de la Universidad de Salamanca (1986-1990). Catedrático de la Universidad de Málaga, en el Departamento de Derecho Público (1990).
