The European Parliament Resolution on the impact of extensive urbanization in Spain on the individual rights of European citizens, the environment and the application of Community law

The municipal and regional practice of the urbanism has been an object of the Report of the European Parliament on the Impact of the Extensive Urbanization in Spain, elaborated on the civil complaints before the Commission of Requests. The Report evaluates the conventional formulae of town hall and property developers who have marked the dynamics of the urbanism, in damage of the procedures of decision, with neutralization of administrative and jurisdictional controls, and with effects harmful to the environment, the natural resources and the civil rights. The alone Report values in a positive way the activity of the Ombudsmen and of the Fiscal promoters of penal actions, And he proposes the review of the receipt for the Spanish State of the Community Funds used in the funding of the infrastructures of a harmful urbanism for the rights of the citizens. The article analyzes in institutional key this Report.
