Abstract

The title of this work is not intended as a provocation. It wants to be only a way to address a problem so treated, very topical and not yet solved. I refer to the relationship in Rome between central legal system and local rights; that is, to the coexistence between an official legal culture— to which universal value is attributed— and respect for the local autonomy of the territories integrated under the domain of Rome. The purpose of these reflections is to try to illuminate, with the help of historical reflection, the latest trends in municipal planning that are emerging in these years in Spain.
