Proposals for the reform of public civil service in Extremadura

Objectives: This paper presents the results of a study aimed at proposing alternatives to the reform of the legal system of public employment in Extremadura, which suffers from certain problems derived from rigidity in terms of selection and professional development, and the imminent retirement of a high percentage of its staff in the near future. Methodology: Based on the current system, the study focuses on the analysis of various specific areas that pose the greatest challenges when it comes to offering viable alternatives. Results: The proposal of the main alternatives to the problems plaguing the regional public employment system and the administrative organization that manages it. Conclusions: The powers attributed to the Regional Government of Extremadura allow, in accordance with the constitutional principles of merit and capacity, to address the structural rigidity of its workforce, both in terms of entry and career development. Specifically, the goal is to prevent these inconsistencies in job placement, the entry system, mobility, and knowledge transfer among public employees approaching retirement, facilitating generational change. Likewise, the role of the Extremadura School of Public Administration requires to be strengthened, as the opportunity to create an administrative court solely dedicated to public employment.
