Abstract

This paper analyzes some ways through wich ethic is relevant in the regulation of the Spanish Civil Service. It refers to the requirements to access to the Civil Service, taking into account the citizen behavior. Also it suggests the necessity to improve the role of public ethic in the selection and in training of the civil servants. The regulation on the code of conduct is observed from a critical point of view. Finally, some deficiencies in the regulation on conflicts of interest that affect to civil servants are examined, and possible reforms are proposed.

Doctor en Derecho. Abogado del Estado. Ha sido Consejero de Justicia en la Representación Permanente de España ante la Unión Europea. Actualmente ocupa el puesto de abogado del Estado-Jefe del Área de Derechos Humanos en la Direccion General Servicio Juridico del Estado.
