Political Leaders, Rulers and Public Managers: Political Management of Public Administration as the key to any reform process

The crisis of politics and public entities derives from the low paid attention, especially in recent years, to statecraft or “art of governance”. Furthermore, decisive influence of political managers on the functioning of public organizations and the achievement of their objectives have also been ignored. Democratic legitimacy is necessary but not enough to ensure that most effective and efficient decisions are taken, moreover whereas new challenges such as globalization, complexity, technological change and innovation have to be faced. All this shows that a good and up to time ruler can not be improvised because he/she requires specific skills and abilities in order to perform a modern and effective leadership. For this purpose a Academy of Governors should be created.
