Evaluation of public services as a proxy for the subnational public policies analysis: their quality and types in mexican municipalities

Objectives: The specialized literature has shown little about subnational public services, much less about their quality. The objective of the research is to determine the level of quality of municipal public services in Mexico and thus define their types at this level of analysis. Methodology: This, under a methodological framework that points out comparative observation in dissimilar municipal realities. The research is based on an empirical and quantitative perspective that observes public services as a proxy for public policy analysis with a sample of 225 municipalities of the 32 Mexican states, for this, a new measure is proposed that tries to evaluate the quality of services from a two-dimensional perspective. Results: The results allow us to identify that in most Mexican municipalities the levels of quality of services are average, and that according to their nature some services are framed in convergent and coherent policies which improves their quality, evidencing the usefulness and replicability of the indicator created. Conclusions: The text concludes with a proposal for a typology of public policies developed from the analytical dimensions, providing a more precise look at public policies and services at the municipal level.
