The Council of Europe’s measures to prevent racism and their reception in the Autonomous Community of Navarre

Objectives: To analyse the Council of Europe’s recommendations on the prevention of racism and xenophobia, as well as the extent to which they have been incorporated into Foral Law 13/2023 of 5 April on combating racism and xenophobia and the Plan to Combat Racism and Xenophobia in Navarre (2021–2026). Methodology: We conducted a qualitative content analysis of institutional documents issued by the Council of Europe, from which we reconstructed a preventive framework organised into seven domains, strategic areas, and lines of action. We subsequently applied this framework to the Navarrese documents to assess the extent to which European recommendations had been incorporated. Results: The findings reveal a European conception of racism prevention based on a combination of knowledge production, education, awareness-raising, intercultural dialogue, the responsibility of influential actors, and civil society participation. These recommendations have been only partially incorporated into the Navarrese documents. Conclusions: The Navarrese regulatory framework places greater emphasis on administrative measures than on measures aimed at addressing the social dynamics that reproduce racism. We provide an analytical framework for examining the design of anti-racist public policies and strengthening the institutional coherence of public action.
