La centralización de la gobernanza territorial en las políticas activas del mercado de trabajo en España durante la Gran Recesión (2011-2016)

Resumen

España ha sido uno de los países de Europa Occidental que ha avanzado hacia adelante en el proceso de descentralización del Estado de Bienestar en las últimas décadas. En concreto, las décadas de 1990 y 2000 fueron testigo de una aceleración de este proceso, el cual ha estado acompañado de una expansión del gasto social (el denominado esfuerzo en bienestar) a nivel sub-nacional (Comunidades Autónomas). Esta investigación pretende contribuir a varios debates abiertos en la literatura académica sobre los cambios en la gobernanza de las políticas sociales en su dimensión vertical –en relación al continuo descentralización/(re)centralización–, así como los factores explicativos de los mismos. En concreto, nos preguntamos si las reformas introducidas en materia de activación en el Estado de Bienestar español en el contexto de la crisis han repercutido también en las relaciones entre los diferentes niveles de gobierno. Analizamos en detalle el proceso de toma de decisiones y los sistemas de financiación e implementación de las políticas activas del mercado de trabajo. Junto con el análisis de datos cualitativos y cuantitativos, para contrastar nuestras hipótesis sobre el cambio en la gobernanza multinivel del Estado de Bienestar, en esta investigación se han llevado a cabo 15 entrevistas en profundidad semiestructuradas, realizadas en el marco de un proyecto de investigación más amplio.

Jorge José Hernández-Moreno, Universidad Autónoma de Madrid e Instituto de Políticas y Bienes Públicos (IPP-CSIC)

Candidato a doctor en Ciancia Política en el Instituto de Políticas y Bienes Públicos (IPP-CSIC) y Asistente de Investigación en el IPP-CSIC. Graduado en Relaciones Internacionales (2014) Máster en Gobierno y Administración Pública (2015).

Juan Antonio Ramos Gallarín, Universidad Rey Juan Carlos

Profesor en la Facultad de Ciencias Jurídicas y Sociales (Universidad Rey Juan Carlos –URJC–). Doctor por la URJC, ha sido docente en la Facultad de Ciencias Políticas y Sociología de la UCM y Profesor-investigador del Instituto Universitario de Investigación Ortega y Gasset. Ha participado en una veintena de proyectos y publicado numerosos trabajos sobre relaciones intergubernamentales y políticas de bienestar.
