Abstract

The implementation of an employee portal in Public Administration is a process whose success depends on a number of factors ranked in five critical areas: information and data, technology, organizational elements, institutional elements and finally context. This article identifies key factors in each category for the implementation of a public education employee portal. Additionally, we establish an order of priorities, distinguishing those key factors from the beginning of those to be developed in later phases.

Doctor por la Universidad de Huelva. Investiga sobre sistemas de información, portales del empleado y educación. Posee el título de Master en Creación y Dirección de Empresas por la Universidad de Vigo. Ha publicado el libro Comunicación y Atención al Cliente, para la editorial McGraw-Hill. Es funcionario del cuerpo de Profesores de Enseñanza Secundaria, con las especialidades de Administración de Empresas y Economía.

Mercedes García Ordaz, Universidad de Huelva

Profesora Titular de Universidad del Departamento de Economía Financiera, Contabilidad y Dirección de Operaciones de la Universidad de Huelva. Investiga sobre sistemas de información, portales de empleados y contabilidad de sociedades. Experta en fusión de entidades. Ha obtenido premios importantes como el Premio Arco Iris de Investigación. Ha publicado numerosos libros, capítulos de libros y más de medio centenar de trabajos científicos en revistas nacionales e internacionales. Es directora del Grupo de Investigación GITICE, compuesto por profesores de las Universidades de Sevilla, Huelva, Pablo de Olavide y Granada. Ha impartido numerosos cursos de doctorado y ha sido investigadora en más de 20 proyectos de investigación, tanto europeos como nacionales.

Francisco José Martínez López, Universidad de Huelva

Catedrático de la Universidad de Huelva, de la que ha sido Rector durante 8 años (2005-2013). Imparte docencia desde hace 28 años en el Departamento de Economía Financiera, Contabilidad y Dirección de Operaciones en las áreas Sistemas de Información, Nuevos Modelos de Empresa, Portales de empleados, Prospectiva Empresarial y Economía Digital. Licenciado y Doctor en Ciencias Económicas y Empresariales (con premio extraordinario). Miembro del grupo de investigación GITICE desde 1993. Ha impartido conferencias, cursos, másteres y MBA’s en las más prestigiosas universidades y escuelas de negocio, tanto europeas, como americanas, africanas y asiáticas, así como más de 50 cursos de doctorado Director e investigador principal en numerosos proyectos, tanto nacionales como internacionales, autor de 25 libros y de más de 200 trabajos científicos. Ha recibido números premios y distinciones. Socio fundador de diversas empresas e instituciones como el Grupo Empresarial España Buenas Noticias, Presidente de la Fundación Certiuni, Presidente del Consejo Asesor de la Federación Alumni España y Presidente de la Red de Universidades HEKIMA.
