The interview with Clara Mapelli Marchena, Secretary of State for Public Administration, presents her vision for transforming Spain’s public administration. Mapelli advocates abandoning the «reform» paradigm to adopt a «transformation» approach, conceiving the State as a productive structure of public goods and services. She highlights the implementation of «Consensus for an Open Administration,» a participatory process with 18 projects structured along four axes: investment in capabilities, public policy mapping, citizen-oriented administration, and values. She emphasizes the importance of organizing administrative activity by processes, implementing a Functional Information System that allows visualizing the «State factory». Mapelli underscores the need to overcome the «islands of excellence» model to achieve total quality, leveraging digitalization and artificial intelligence to free public personnel for higher value-added tasks. She also stresses the importance of evidence-based policies and the development of robust data infrastructures to support decision-making processes.
