From “Galescolas” to “Galiña Azul”. Tentative Conclusions about a Case of Termination of Public Policy

Abstract

Only a few months after its victory in the elections to the Galician Parliament, the Popular Party dismantled the program of nursery schools named "Galescolas", which had been launched by the previous bipartisan government formed by the Socialist Party of Galicia, and the Galician Nationalist Bloc. Within the context of research on termination of public policy, this paper examines the end of the program. However, despite being a case study, the analysis progresses in developing a new conceptual framework from variables already used by the specialized literature. As a result, this paper presents the application of this conceptual framework for the completion of the program of "Galescolas", and its subsequent replacement by another named "Galiña Azul". Beyond the conclusions for the case analysis, the article demonstrates the explanatory power of the proposed scheme that is presented as a starting point for developing hypotheses in future research.

Laura Román Masedo

Doctora en Ciencias Políticas y Sociología por la Universidad Complutense de Madrid y Profesora Titular de Ciencia Política y de la Administración de la Facultad de Sociología de la Universidad de A Coruña, en la que ocupó el puesto de Vicedecana entre los años 1997 y 2001. Sus principales líneas de investigación son la relación entre administración y política y las consecuencias políticas de las reformas asociadas a la Nueva Gestión Pública. Destacan sus trabajos “La responsabilidad pública en un contexto de cambio” (Sistema, 2005), “La politización de la Administración Pública. El concepto y su aplicación en el caso de la Administración General del Estado” (Administración y Ciudadanía, 2009) y “Consecuencias políticas de la acción administrativa: el paradigma del ciudadano-cliente” (RIPS, 2012).

Ariadna Rodríguez Teijeiro

Doctora en Sociología por la Universidad de A Coruña e investigadora del Laboratorio de Análisis y Prospectiva Sociopolítica de esta universidad desde el año 2002, ha participado en diversos proyectos de investigación especializándose en temas relativos a la percepción, gestión y comunicación políticas en situaciones de crisis o catástrofe, y sociología de la educación. Destacan sus trabajos El Prestige como hiper-realidad mediática. Grado de poder y efectos de los medios de comunicación en la construcción de la realidad social (Servicio de Publicaciones de la Universidad de A Coruña, 2010), “La emancipación y la dependencia de los jóvenes en Galicia. Un acercamiento a las claves sociológicas de la situación” (2010) y “Promesas rotas: los determinantes sociales del rendimiento escolar” (Tecnos, 2012).
