Abstract

Objectives: The main aim of this article is to analyse the open data portals of the different Spanish regions and assess their level of maturity according to a series of dimensions that include the principles of open government, regulatory compliance, and best practices regarding the reuse of public sector information. Methodology: A comparative study was carried out among the 17 Spanish regions, based on the analysis of the data collected through a checklist with descriptive and quantitative indicators. Results: The findings, which may be of interest to other countries, reveal that data openness in the various regions exhibits an uneven level of maturity although overall (65 %) surpass the average. Conclusions: Based on the results, it can be concluded that data openness is an evolving process and that regions still have challenges to overcome in promoting data reuse by society.

Cecilia Albérica García-Rodríguez es profesora del Departamento de Informática y Comunicaciones del CIFP César Manrique, dependiente de la Consejería de Educación, Formación Profesional, Actividad Física y Deportes del Gobierno de Canarias, y profesora-tutora en la Universidad Nacional de Educación a Distancia (UNED). En la actualidad, es coordinadora de acceso a datos y calidad estadística del Instituto Canario de Estadística (ISTAC).
