Europeization and local government: the EQUAL Initiative

Partnership has become a key element in European Union model for economic and social cohesion. It was created in 1988 when structural funds were modified; it searches the complete integration of different levels of government and public and non-public actors in policies’ definition and application. European Commission plays a dynamic role while promoting partnership, but she has no means to impose any measure in order to enhance institutional change. So problems arise when we need to determine if State’s way of doing can be modified through cooperative governance. This article focuses on this problem in analyzing how the Elionor Project –within Equal initiative’s frame– translates the EU partnership’s model, stressing the novelties but also the difficulties and challenges it implies.Downloads
